Helper for parsing RFC3339 timestamps

Fields

digits: [u8; 32]

The timestamp bytes to parse minus b'0'

This makes interpretation as an integer inexpensive

mask: u32

A mask containing a 1 bit where the corresponding byte is a valid ASCII digit
