A GArrowDataType for run-end. If this is NULL, garrow_int32_data_type_new() is used.

The argument can be NULL.
The data is owned by the caller of the function.

Return value

Type: GArrowRunEndEncodeOptions

A newly created GArrowRunEndEncodeOptions.

The caller of the function takes ownership of the data, and is responsible for freeing it.
