The latency is normally distributed with a standard deviation of average_latency * 0.1.

The random seed is given by the default random device.

base_file_system

A GArrowFileSystem as the base file system.

The data is owned by the caller of the function.
average_latency

Type: gdouble

The average value of the latency.

Return value

Type: GArrowSlowFileSystem

A newly created GArrowSlowFileSystem.

The caller of the function takes ownership of the data, and is responsible for freeing it.
