This is a shortcut of garrow_execute_plan_build_node() for filter node.

`options`	`GArrowFilterNodeOptions`
	A `GArrowFilterNodeOptions`.
	The data is owned by the caller of the function.

	The return location for a `GError*`, or `NULL`.

Return value

Returns:	`GArrowExecuteNode`
	A newly built and added `GArrowExecuteNode` for filter on success, `NULL` on error.
	The caller of the method takes ownership of the data, and is responsible for freeing it.
