`data`	An array of `guint8`
	Data for the buffer. They aren’t owned by the new buffer. You must not free the data while the new buffer is alive.
	The length of the array is specified in the `size` argument.
	The data is owned by the caller of the function.
`size`	`gint64`
	The number of bytes of the data.

Returns:	`GArrowBuffer`
	A newly created `GArrowBuffer`.
	The caller of the function takes ownership of the data, and is responsible for freeing it.
